Accurate financial forecasting based on a good understanding within adult social care of the numbers, needs and aspirations of young people coming through transition are now more essential than ever.

Local authorities must show the ability to support young people into highly individualised support arrangements while allocating dwindling resources and taking on responsibility for new funding streams. These new funding streams, however, offer an opportunity to create imaginative systems of support which focus on learning, training, employment, accommodation and social networks, To achieve the fair allocation of resources which will make these systems possible, an accurate understanding and application of data is a basic requirement.
